I am saying that you have to be consistent.  A straight skirt has to be
cut
so that the vertical fall of the skirt is on the straight grain.  A bias
skirt has to be cut so that the vertical fall of the skirt is on the bias,
i.e. diagonal to the grain.  If you cut different pieces of the skirt at
different orientations on the fabric they won't hang properly when sewn
together.  You will probably get away with some other orientation provided
all the pieces are consistent.
