have a look at http://www.qcad.org/
. 25 Years ago I used to be a
mechanical engineer (stress and strain)  and instructor on
Infographics CamX . Today, beeing a little worn out at the edges, I
use QCad frequently. It is 2-D and handles .dxf . It's many facilities
are grouped and managed in a way to make it not too overcrowded. It
costs USD 37.- on-line and is available in English. There is quite a
community and an extensive do***entation in the net. Once You get the
knack of it, it can be operated very intuitionally.
