If you are using a flex cable, they are wound in a way that makes the
water travel back up the stuffing tube.  As you have already suggested,
a piece of hose that is a nice fit on the shaft and glued to the
stuffing tube is often the go in this situation.  If you are really
concerned with a lot of water in your hull, you can also buy an auto
bailer that will let the excess water drain out the back of your hull
when you are moving.
