The data layer is much nearer the label, although there is a thin layer of 
plastic underneath the label.  I've seen plenty of delaminated discs and 
it's easy to see.  I've also done data recovery from damaged discs, they
are 
much easier to destroy from the label side. Here's a link with a typical 
cross section.  Some of the cheaper recordable discs are even worse.
