That's your first problem...

Find a company that will get you a bid or proposal.
That way you'll have the cost and know what to expect.
Paying upfront is something you do everyday... when purchasing a meal or 
store bought item. If it's not right, you ask them to make it right or ask

for a refund. In our business, we either make it right or see you in court

for breach of contract.

It's the same thing whether you think so or not.
